2. ORDER #1 (COMMISSION) The following procedural schedule is hereby established for consideration of the Industry's proposed 870 numbering plan area ("NPA") code relief plan: 1) initial comments by all official parties shall be filed by noon (12:00pm) on September 4, 2009. 2) Reply comments shall be filed by noon (12:00pm) on September 25, 2009. 3) An evidentiary / technical public hearing is schedule at 9:30 a.m. on Tuesday, October 28, 2009, in Hearing Room #1 of the Arkansas Public Service Commission located at 1000 Center Street, Little Rock, Arkansas. 4) Four (4) public comments hearings are scheduled for the evening of September 29, 2009, October 6, 8, and 22 of 2009, beginning at 6:00 p.m. each evening. The public comment hearings will be conducted in four (4) different cities (Harrison, Jonesboro, Pine Bluff, and Texarkana) located within the 870 NPA. 5) Official parties to this docket are NeuStar, Inc., and the General Staff of the Commission. Any jurisdictional telecommunications provider certified by this Commission as well as the Attorney General of the State of Arkansas ("AG") can become an official party to this docket by filing a written notice in this docket no later than noon (12:00pm) on July 31, 2009 stating their intent to participate as an official party. 23. Order #4 (Commission) The Commission finds that Alternative No. 3, the all services distributed overlay, is the appropriate approach for addressing the 870 NPA number exhaust. NeuStar and the Arkansas Telecommunications Industry is ordered to develop an implementation schedule for the deployment of the new area code based on the proposed 13 month timeline. All other telecommunications providers doing business in the 870 area code is ordered to develop multiple notification methods with final customer notification to be sent no more than 30 days before the final transition to 10 digit dialing. Further, the telecommunication providers are directed to file in this docket a description of the notification methods to be used by the providers as well as copies of all such notices. Js

24. PRESS RELEASE: The Arkansas Public Service Commission approves overlay plan to be implemented within existing 870 area code. The decision allows customers to keep 870 Area Code by creating a 2nd area code within the existing 870 area, change will require 10-digit dialing for local calls. Js

NEWS RELEASE: The Arkansas Public Service Commission (Commission) has announced that 327 will be the new area code associated with the overlay plan approved by the Commission for the 870 Area Code. The exact implementation date for the new area code has not yet been determined but is currently estimated to be in 2012. The implementation plan and schedule will be filed with the Commission by January 21, 2010. js
