1. ORDER NO. 1 (COMMISSION) This order establishes a docket to gather information to be used to determine appropriate rates, terms, and conditions under Act 827 of 2015 (Act 827) for net metering contracts, including any changes necessary to the Commission’s Net Metering Rules (NMRs). The Commission establishes the following procedural schedule to begin consideration of the topics and issues identified here: 1. Petitions to Intervene shall be filed by noon on June 15, 2016. 2. Staff shall file a “strawman” proposal with proposed amendments to the Net Metering Rules no later than noon on July 22, 2016, along with initial supporting testimony and/or comments. 3. Reply testimony and/or comments addressing Staff’s proposed amendments to the NMRs and Staff’s Initial testimony and/or comments may be filed by any other party no later than noon, on August 19, 2016. 4. Simultaneous Surreply testimony and/or comments may be filed by any party no later than noon, on September 9, 2016. 5. Any Settlement Agreement regarding proposed amendments to the Net Metering Rules may be filed on or before September 23, 2016. 6. A public hearing is set for 9:30 AM on October 4, 2016 at the Commission’s Hearing Room located in the Arkansas Public Service Commission Building at 1000 Center Street, Little Rock Arkansas. 212. ORDER NO. 10 (COMMISSION) Accordingly, the Commission orders and directs as follows: 1. The Net Metering Rules (NMRs) as set out in Attachment B to this Order are reasonable, appropriate, and in the public interest and are hereby adopted to be effective upon review and approval by the Governor and the Arkansas Legislative Council. 2. The Secretary of the Commission is directed to prepare and make all filings as required by law and Rule 2.04 of the Commission’s RPPs with the Governor, the Arkansas Legislative Council, Arkansas Secretary of State, and the Arkansas State Library. 3. Staff is hereby directed to file in this Docket a letter or other documentation reflecting the dates of approval by the Governor and the Arkansas General Assembly, and the Secretary of the Commission shall note that the date of the latter of these two approvals is the effective date of the NMRs. 4. The Commission hereby transfers consideration of the adoption of best practices for interconnection to Docket No. 16-028-U for further consideration. Ms.
