Since she is not an attorney, she cannot represent a corporation. Even if there was a mistake on the property/tax records and Dr. Quinn is the owner of the property in question, she has shown no failure in AECC's compliance with the required notification law. Additionally, Dr. Quinn has not demonstrated that she meets APSC's Rules, Rule 4.02 requirements to allow a party to intervene. For these reasons, Dr. Quinn's Petition must be denied. SJ

ORDER NO.4 (D'AUTEUIL) THEREFORE, after reviewing the Application filed in this Docket, along with the entire Record including all pre-filed testimonies and exhibits, this undersigned Administrative Law Judge ("ALJ") finds there is sufficient information in the Record for her to make a ruling thereon. Nothing in this Order shall be construed as a finding of value for ratemaking purposes.
