This tutorial will cover all current and future updates for the EFS. The following links will take you to specific sections of the tutorial. However, it is always beneficial to read the entire tutorial the first time you are using the EFS.
There is a button in the menu on most pages that will always take you back to the EFS Home page. If you are not currently logged in to the system, there is a Login button as well. Once logged in, you will have other menu buttons available for navigating the application. You also have access to view the current User's Agreement from a link under the image of Little Rock.
To be able to use the EFS system, you must register and be given an Electronic Filing System Number (EFSN), if you do not have one already. The first step in registering is complete the form. You must complete all entries that have a red asterisk (*) beside the form item.
After completing the form, just click on the "Submit Form" button at the bottom of the page.
NOTE: Access to the EFS is not immediate. Once submitted, your registration information is sent to the Secretary of the Commission's Office, where the information is processed. The Secretary's Office will send you an EFSN and password to the email address provided during registration. If the request is after hours, the information will not be sent till the follow business day.
The EFS Filing application requires each user to have a Electronic Filing System Number (EFSN) and password to login to the system. If you have not Registered on this system, you will need to click on the "Register" button on the right-hand side of the page as shown in the image below. For more help on Registering, Click Here!
There are three scenerios for logging into EFS: 1. If this is the first you have ever logged into EFS, you will need the EFSN and password supplied to you by the Secretary of the Commissions Office(SOC).
2. If have logged in before, but have not created a Username, then you will need your EFSN and the current password you use to login.
3. If have logged in before and have created a Username, then you will be able to use either your EFSN or your Username and the current password to login.
Then you can login from this page. To login, you will need to enter the following three (3) items of information:
Once these items are entered into the appropriate spaces, you then will need to click on the "Submit" button to login. At any point while entering your information you can click on the "Reset" button to clear all information and re-enter the information.
Should you forget your password, you will see a link under the "Submit" and "Reset" buttons If you click on that link, it will send you a new password to the email address on file with the PSC.
The first time you login to the system with your new EFSN you are required to change your password from the default password that was supplied to you with your EFSN. If you have requested a new password from the login screen, then you are also required to change your password from the one that was sent to you. In the screen shot below you will see that you are required to enter a new password and then enter it again to verify the new password. You will also have to enter the five(5) characters from the security image into the textbox below it before clicking on the "Submit" button.
Your password requirements are:
If you are new to the EFS system, you will be required to create a username the first time you login.
If you are logging in for the first time since this "Username" feature was added, you will be required to create a username as well.

The profile section include features available to the logged in EFS User. Features may vary and change periodically, but will have the necessary help text available here. The menu item "Profile" also has a dropdown list of available features for the user.
As you do filing through the EFS System, the filings are recorded and you are able to go back and view the filing you have previously submitted. All filing will be displayed, including filings that may have been rejected by the SOC for various reasons. You can view your filing sorted by Docket or Date, by selecting your choice with the Dropdown box. You can also view all filings or filing made to a specific Docket by selecting View All or the specific Docket in the dropdown box available.
In the EFS Docket Email Subscription section, you can subscribe to receive emails when filings are made on any Docket. To Subscribe, select the Docket from the dropdown list you would like to receive email notifications of filings. Then click on the Subscribe button next the dropdown box. This will add this Docket to the list of Dockets you may already be subscribed to receive. If you wish to quit receiving notifications of filing on a Docket, then click the Delete button next the Docket you wish to stop receive notifications.
If you are needing to receive notifications of filings on all dockets, you can just click on the Subscribe to All button. Please keep in mind that there are close to a hundred dockets, some receive several filings regularly, so this could be a lot of emails being sent to you. To unsubscribe from All dockets you are subscribed, you can click on the Unsubscribe From All button located above your list of dockets you currently subscribed.
Email notification will be coming from the email address: firstname.lastname@example.org You might want to add this email address to your safe senders list in your email software so they are not possibly seen as junk email.

The first time you login to the system and/or anytime there is a change in the User's Agreement, you are required to "Accept" the User's Agreement before you can use the system or continue to use the system. As shown in the image below, you can read the Current User's Agreement within the display window provided or click on the link to the User's Agreement, which will be opened in a new window for you to read or even print out. Once you have read the Agreement, click on the "Accept Agreement" button located at the bottom of the page. You have the option to "Refuse Agreement," but will not be permitted to make online filings without accepting the User's Agreement.
The screen shot below is what will appear if all of the login steps of been completed correctly. Once you get to this screen, you will have the addition of the "EFS Filing" button to do your online filings.
This page contains information about new or improved features, filings that cannot be done through this system and a button at the bottom to send you to the Filing System.
Most of the help available here in the Help Tutorial is also available on the Electronic Filing pages. Each section has a help button like this: and will display help messages on the form.
1. If this filing is for an Open Docket, please check the box for "Open Docket." You will then be given
a drop down list of the currently open dockets to select the docket for this filing.
2. If this filing is for a Closed Docket, please check the box for "Closed Docket." You will then be given a drop down list of the currently closed dockets to select the docket for this filing.
3. If this filing is for a New Docket, please check the box for "New Docket." You will then be given a drop down list to select the Docket Type for this filing.
For all new dockets initiated or tariff filings requiring Commission approval, the filing must be accompanied by the required Docket Summary Cover Sheet. To continue, you will need to obtain and complete the needed form and include it as one of the files to upload below.
Then click on the "NEXT" button.
You must select at least one Entity for this filing. If you are filing for a Party to the docket, then select an entity(ies) from the left-hand dropdown marked "PARTY". It you are not filing for a Party to the docket, then you would select an entity(ies) from the right-hand dropdown under "NON-PARTY". If this filing is for more than 1 Entity, you may select more than one Entity in one of the dropdown selections.
You can only select Enitity(ies) from one dropdown or the other, but not both.
Then click on the "NEXT" button.
Based on the PARTY/NON-PARTY selection from the previous page, you will be offered the appropriate Filing Types for those selections. In the drop down list made available, select the Filing Type for this filing.
Then click on the "NEXT" button.
Please select the type of filing from the drop down menu that best represents the document(s) you are uploading. Failure to correctly identify the document(s), depending on the nature of the EFS filing, could result in rejection of the filing or require re-submission. Acceptance through the EFS and online filing of any document(s) acknowledges only that the filing was made, not that such a filing was timely or otherwise in compliance with the Commission's Rules of Practice and Procedure (RPPs) or applicable federal or state laws/regulations. The following types of filings are those currently accepted in the EFS:
Please note: The order in which files are uploaded is the order in which they will appear on the online docketing
system. Please upload your documents in the order in which you want them to appear online, including any cover
sheets first, etc.
Now what you will need to do is select the files from your computer that you want to electronically file. Clicking on the "browse" button will open a window showing you the files and directories on your computer. You need to navigate to the document(s) you wish to file. If you have more than one file to upload, then clicking on the "Browse" button again will give you window of your files to select another file. Continue here until you have selected all the files you plan to include with your filing.
It would be helpful to add a short description of the filing in the next text box and if you have any notes or messages for the Secretary of the Commission, include them in the text box indicated.
Once you have provided all required information on the EFS Filing pages and verified all entries are correct at the top of the page for your previous entries, then just click on the "Upload filing" button. Your files will be uploaded to our system, (this may take several minutes depending on the size of the files you are uploading) and an email will be sent to you with the same information as is displayed when the upload completes.
Once your filing is submitted, it is transmitted electronically to the Secretary of the Commission's office, where it will be reviewed to ensure the files are compatible and viewable. Your EFS filing is not complete until the Secretary's office posts the filing online. At the time the filing is accepted, the EFS will electronically serve a link to your filing to all Parties of Record in the Docket and will be considered filed.
If any of the information is incorrect at the top of the page, you can click on the "Reset Form" button to start over.
