JOB TITLE:
Administrative Specialist II

JOB SUMMARY:
Position is assigned to the APSC Commission Staff – Administrative Services Section. The primary purpose of this position is to provide administrative support for the Section Manager and PSC professional staff.

MIN. QUALIFICATIONS:
The formal education equivalent of a High School diploma; plus two years of experience in a specialized or related area applicable to work performed. Knowledge of Microsoft Word and Excel is preferable. Must be able to lift 50lbs. Other job related education and/or experience may be substituted for all or part of these basic requirements, upon approval of the Qualifications Review Committee.

SALARY:
State Pay Plan Grade C109

JOB TITLE:
RATE CASE ANALYST

JOB SUMMARY:
Position is assigned to the PSC General Staff – Cost Allocation and Rate Design Section. Primary duties include the review and analysis of utility company filings and presentation of testimony before the Arkansas Public Service Commission.

MIN. QUALIFICATIONS:
The formal education equivalent of a Bachelor’s degree in accounting, finance, economics or a related business field; plus three years of experience in rate analysis, financial analysis, economic forecasting or related field. A strong background in mathematics, statistics, quantitative analysis, and data analysis is preferred. Experience developing and evaluating utility rates and tariffs as well as experience in developing and evaluating energy efficiency and conservation programs and measures are strongly preferred.

Proven analytical abilities and excellent written and verbal communication skills are essential for this position.

Other job related education and/or experience may be substituted for all or part of these basic requirements upon approval of the Qualifications Review Committee.

JOB TITLE:
Executive Assistant to Commissioners

JOB SUMMARY:
Primary duties include providing executive assistance, research, and support to the Chairman and Commissioners.

TYPICAL DUTIES:
Provides a wide variety of assistance to agency officials, including research, preparation of reports and presentations, and special projects. Uses computer equipment and programs for correspondence, reports, and other documents. Answers written and oral inquiries. Handles scheduling of executives' calendars, arranges meetings, and communicates appointment schedules to appropriate parties. Reviews documents including forms, vouchers, records, orders, and reports for accuracy, completeness, and compliance with laws and regulations. Performs other duties as assigned.

ABILITIES & SKILLS:
Ability to support diverse officials. Ability to adapt to executive priorities. Ability to manage a wide range of projects. Excellent interpersonal skills. Knowledge of computers and software applications, including Word, Outlook, PowerPoint, and Access. Knowledge of filing and recordkeeping procedures. Knowledge of customer service principles. Ability to comprehend and assimilate difficult technical and business data and related documents. Ability to follow policies, procedures, and regulations.

MINIMUM QUALIFICATIONS:
A bachelor's degree in public administration, general business, or a related field; plus one year of experience in planning, research, or related field. Job experience may be substituted for educational requirements upon approval of the qualifications review committee.

Proven analytical abilities and excellent written and verbal communication skills are essential for this position.

PREFERRED QUALIFICATIONS:
Prefer applicants with knowledge of State laws, rules, policies, and procedures, the ability to use AASIS, and experience with State government administration. Applicants should have at leave five years of experience as assistant to a State official, professional, or business executive.

JOB TITLE:
BUSINESS OPERATIONS SPECIALIST

JOB SUMMARY:
Position is assigned to the PSC Commission Staff – Fiscal Section. Position works under administrative direction and is responsible for accounts payable, inventory, receivable transactions and asset management. This position is governed by Generally Accepted Accounting Principles, the Financial Accounting Standards Board, state and federal laws and agency policy.

MIN. QUALIFICATIONS:
The formal education equivalent of a bachelor's degree in general business, accounting, business education, or a related field; plus two years of experience in bookkeeping, payroll processing, or a related field. Other job related education and/or experience may be substituted for all or part of these basic requirements upon approval of the Qualifications Review Committee.

SALARY:
State Pay Grade C116
