RATE CASE ANALYST

JOB SUMMARY:
Position is assigned to the PSC General Staff – Financial Analysis Section. Primary duties include the review and analysis of utility company filings and presentation of testimony before the Arkansas Public Service Commission.

MIN. QUALIFICATIONS:
The formal education equivalent of a Bachelor’s degree in accounting, finance, economics or a related business field; plus three years of experience in rate analysis, financial analysis, economic forecasting or related field. A CPA, MBA or advanced business degree is preferred.

Proven analytical abilities and excellent written and verbal communication skills are essential for this position. Other job related education and/or experience may be substituted for all or part of these basic requirements upon approval of the Qualifications Review Committee.

JOB TITLE:
Director of Electric Utilities Section

JOB SUMMARY:
Position is assigned to the PSC General Staff – Electric Section. This is a senior level position requiring substantial regulatory experience, proven expertise as an expert witness, and demonstrated excellence in leadership across technical disciplines and across utility industries. This position works to regulate utility rates and services by managing Staff, preparing case strategy, and ensuring the development of and support for a defensible, credible case. This position provides direction to other Staff members regarding electric utility industry issues including electric quality of service, rate case applications, tariff filings, resource planning, resource acquisitions, asset purchases, construction of electric utility facilities, ratemaking effect of environmental regulations, electric utility policy issues, extension of facilities, and a host of other electric utility industry issues. The position provides direction to other Staff in the identification and analysis of potential regulatory issues, evaluation of the relative merits of alternative courses of action, coordination of issue development and written testimony, exhibits, and reports and the development of valid research and supporting documentation. This position routinely plans and coordinate work as part of multi-disciplinary, cross-sectional teams. The job requires extensive team coordination, inquiry of and discussions with Commission personnel, professional and executive level utility personnel, expert utility consultants, and other parties. The position requires effective verbal and written communications skills and abilities. As a member of the Leadership Team of the Agency, this position establishes, implements, and evaluates Agency goals, objectives, policies and procedures, and short and long range plans.

MINIMUM QUALIFICATIONS:
The formal education equivalent of a Bachelor’s degree in accounting, economics, business administration, engineering or a related field; plus five years’ experience in analyzing utility industry accounting, financial, economic, and operational information, including one year in a supervisory capacity.

Although not required, a Master level business degree (or higher) and / or other discipline-specific designation is preferred due to the high importance of credentials as an expert witness and the technical competency necessary to perform the job which requires extensive knowledge of electric, gas, water, sewer, and telephone utilities as well as knowledge of the fundamental principles and practices of accounting, economics, and finance. Work experience in the regulated electric utility industry for a state regulatory commission or regulated electric public utility is also preferred. Other job related education and/or experience may be substituted for all or part of these basic requirements upon approval of the Qualifications Review Committee.
