KIMBERLY A. O'GUINN, COMMISSIONER
ARKANSAS PUBLIC SERVICE COMMISSION
Kimberly A. O'Guinn of Little Rock was appointed to the Public Service Commission by Governor Asa Hutchinson in November of 2016.
Prior to her appointment, she served as the Director of Communications for the Arkansas Department of Environmental Quality. Commissioner O'Guinn also served as an Engineer in the Office of Air Quality for the Arkansas Department of Environmental Quality for sixteen years.
Commissioner O'Guinn received a Bachelor of Science in Environmental Engineering from the University of Oklahoma.
Commissioner O'Guinn is a member of the National Association of Regulatory Utility Commissioners (NARUC) and has been appointed to the Board of Directors for a three year term. She serves on the Committee on Energy and the Environment, the Committee on International Relations and the Washington Action Committee. Commissioner O’Guinn also serves as the President of the Southwest Power Pool (SPP) Regional State Committee.
