ELANA C. WILLS, COMMISSIONER
ARKANSAS PUBLIC SERVICE COMMISSION
BIOGRAPHICAL INFORMATION

Elana C. Wills of Little Rock was appointed to the Public Service Commission in January 2011. Prior to her appointment, she served as an Associate Justice on the Arkansas Supreme Court by gubernatorial appointment, filling out an unexpired term from October, 2008 through December 2010.

Prior to these appointments, Commissioner Wills served as a Deputy Attorney General, Senior Assistant Attorney General and Assistant Attorney General in the Opinions Department of the Attorney General’s Office for five different Attorneys General, including Steve Clark, Winston Bryant, Mark Pryor, Mike Beebe and Dustin McDaniel. Her previous work experience includes serving as an Associate Attorney in the Commercial Section of the Rose Law Firm in Little Rock.

Commissioner Wills received her Juris Doctorate, with honors, from the University of Arkansas School of Law in Fayetteville in 1987 and a Bachelor of Science in Finance from Arkansas State University in 1984. She is a member of the Arkansas and Pulaski County Bar Associations and has been licensed to practice law in the state and federal courts since 1987.
